Arc issue in Windows

Describe the bug
Download the file, open with last version of Inkscape for Windows. Save it and open with a viewer (example Chrome Browser). All the arc disappear. The problem is not present in Inkscape for Linux (I just switched to Windows to use a software).

Expected behavior
The symbols remain the same.

To solve, I must convert the arcs from Object to path using Path > Object to Path

There seem to be some issues, yes. There are also normal lines affected (see the resistor and capacitors). May it has to do some with symbols?

i do not know how to explain the half sum operand and the product:

I looked at the object to path function, what totally removes the circle completely. Adapting the circle to a later time will not be possible, as it is a path from then on.
