Debug_config.toml: add option to skip pre_summary, summary and may some more things.

 * remove skip in normal user code as it should not be possible for the user to skip summaries
 * this will be replaced by the debug_config.toml
 * Adapt skip behavior in general (need to think about it), may skip FEM simulation, ...
