Upgrade AWS SDK

What problem are you facing?

AWS SDK version is 2 years out of date. Particularly it does not support the AWS EKS Pod Identity environment variables.

How could Upbound help solve your problem?

Please update to a newer version, preferably either the latest version of AWS SDK Go v1 or some newer version of AWS SDK Go v2

AWS SDK Go v1 version 1.47.11 or newer is compatible with Pod Identity Management
AWS SDK Go v2 version release-2023-11-14 or newer is also per this documentation: https://docs.aws.amazon.com/eks/latest/userguide/pod-id-minimum-sdk.html

As of new versions, and updated tofu cli this now appears to work.
