[Issue]: FFE - remove feature flag #4125
Description
Why is this issue important?
The full file export feature is ready to go and partners are using it so the feature flag is no longer necessary.
Current State
there exists enableFullFileExport feature flag in terraform that is set to true in all environments
Expected State
Remove the feature flag entirely in the code.
