Tool tours not working for all cornercases

This features is not working for tools with:

• multiple files as one input. e.g. params with multiple=true and a comma separated list of test files
• composite files
• URL as test inputs

Would be nice if this could be enhanced and that we can add tests for this.

This tool is a tricky one, which would be nice to make work toolshed.g2.bx.psu.edu/repos/fubar/jbrowse2/jbrowse2/3.7.0+galaxy0

No, sorry this is for our devs, that why it is in the dev tasks list. Do I need to tag it differently?
