[RFE] Provide token as GITHUB_TOKEN environment variable

I'd like to be able to run Release Bot in an environment which has GITHUB_TOKEN exported so that I could commit the conf.yaml and the github_token is implicitly taken from the environment, if not provided in the configuration file.
