License clarification

Issue of THIRD_PARTY.MD

First mention of BSD-2-Clause License is clarified, but there is one that looks like  just BSD License, that is not accurate. Seems to be good to write a correspondent BSD license (clarified one). Also links of this license with Decimal64 library and GSSAPI build scripts are implicit
