Update XSLT implementation profile resolver for recursive profile support

User Story

As an OSCAL tools developer, in order to have profiles that define embedded profiles that result in a resolved catalog with all profiles resolved, I would like the reference XSLT implementation to support recursive profile resolution.

NOTE: This is a backported issue for a community contribution that had not yet been merged. This is to track the inclusion of this work for merge into the develop branch and prepare for an upcoming release.

• Support a use case where an organization must layer customized control customizations multiple times for its systems (more than one profile)

Acceptance Criteria

• All OSCAL website and readme documentation affected by the changes in this issue have been updated. Changes to the OSCAL website can be made in the docs/content directory of your branch.
• A Pull Request (PR) is submitted that fully addresses the goals of this User Story. This issue is referenced in the PR.
• The CI-CD build process runs without any reported errors on the PR. This can be confirmed by reviewing that all checks have passed in the PR.

Now that #1596 has been merged into a feature brunch, I will be [ab]using the Needs Refinement label to discuss scheduling this work with the team before just including it in an upcoming patch release, as that should not include new functionality. More to follow.
