wake: rename settings.json → settings.local.json (mirror cnos pattern)

cnos uses .claude/settings.local.json (force-added despite gitignore).
Aligning cn-sigma's filename to match exactly, in case the SDK reads
project vs local settings differently in the action's context.

This is doctrinally pointless if both filenames give the same SDK
result, but settings-naming alignment removes one variable while
diagnosing the 401 auth failures (runs 3+4).
