windows 11 VM keeps getting stuck in an installation loop taking up storage every time without actually booting

hey guys, I'm new to a mac and wanted a windows Vm On the side. whenever I boot up the windows ISO it goes till the installation of windows page perfectly, loads to a 100 percent and then reset to form a loop where I'm stuck downloading windows without it actually working. it's an M4 chip max. I'm not very well versed with how mac works so this may be an issue/mistake from my end so please help me out

If you’re still having issues then more info (from the logs) might be needed. but hopefully the above is sufficient
