"Next Break" handling has poor behavior around events that span midnight

When events are spanning midnight, and also when runtime is started near midnight, the calculation around breaks and next break has poor performance.

"No further short breaks..." message comes up when there is a future event that spans midnight.

This is further complicated due to how Dates are handled withe internationalization, 12- vs 24-hour clocks, and the difference between midnight being "00:00" or "12:00" (or "24:00").

As of this writing, the current code setting for LOCALE and LOCALE_OPTIONS results in tests for times around midnight registering as "24:mm:ss".
