Sign Up: Standardize town field

The download data modal returns data well, but it simply organizes by whatever people in the town field. This data should become more standardize/aggregated.

Option 1

Add a list of suggestions for all towns in Alberta? Maybe a library can be used?

Option 2

Simply make things case insensitive when aggregating user data in the backend endpoint

• Add province/state field to the signup form
