define workflow for new/partially enrolled patients

ISACC: need to storyboard what happens when patient data are entered incorrectly, or when correct patient data are entered and enrollment is not completed.

COSRI: need to storyboard actions that take place on search for a non-PDMP patient, and on subsequent searches for that patient.

DEM: not sure of the actions

need to rationalize those behaviors so we have a consistent set of behaviors in fEMR.
