[dalapi] Improve dalapi parser

[outoftardis]

PR #1074 adds to the repo the tool that parses Doxygen comments.
The tool requires improvements:

• Add a flag to treat warnings as errors
• Add warnings to warn about all undocumented instances
• Display static methods
