GITHUB_TOKEN permission changed

Description

Hi,
Some time ago, a change in GitHub made GITHUB_TOKEN more restrictive.
Plugin issue labeler needs write access to assign proper labels based on the description. I've made a change that adds write permissions to job #1167, which was tested on my repository. Currently, there is only one missing thing to do by admin:
