apt cache for DEB_REPOSITORY entries

At the moment, when setting up an overlay, the build process will not cache apt packages from the specified repositories, but only from the core debian repositories.

I propose to automatically adjust the entries in DEB_REPOSITORY to redirect the requests through http://127.0.0.1:3142/.
