Request to add a github action

As I see the repo is quite engaging alongside the community and its hacktoberfest time so a lot of contributors ( mostly students ) who look for good-first-issue
and thus I think there should be a github action to welcome those first time contributors , on their PRs and Issues

I want to add the following to the repo
