isURL relative path check missing

Describe the bug
I don't think (?) it is a bug but a feature I don't understand is missing. It seems crucial to me to have this check.

Examples
"/about/" - this URL always fails and there is no option for this to not fail.

I think it's not a bug because /about/ is not a URL, but a path. You can read more about what URL is here
