[NEW] Support for wasm besides LUA as a scripting engine

I'm doing the ground work to allow running WASM code in Valkey. I'm pretty sure that there will be a lot of things to do on top of it after the basic functionality is merged into the unstable branch.

OK! Will you make it an optional build dependency? It's a different language (Rust) and a different license (Apache 2).

wasm engine does not have much influence on this. we can just run through the functionality first and benchmark it later.
