Improve the "feature locked" presentation in XO

Context

• XO origin: XO Appliance - Free/Standard/Enterprise

Some features are restricted due to the plan - currently the presentation of the locked features is unclear and can be improved.

Gitlab has a good system for proposing an upgrade that could be applied in XO.

1. Displaying the feature with a small message "this feature is not available for you plan. upgrade"
2. When clicking on upgrade, open a small pop-in

• link to documentation
• link to upgrade page (or recommend to contact the owner if you are not the owner)
