Improvement for VM > Network View related to allowed IP and traffic rules

Also related to #6724.
The improved behavior should take into account the following restrictions:

• Allowed IP can't be used in conjonction with cross pool private network or traffic rules, You can't have SDN controller in the pool when you use allowed IP.
• Traffic rules can't be used with allowed IP but can be used with cross pool private network.
• Traffic rule need SDN controller plugin to be activated.
• Cross pool private network can be used with traffic rules but not with allowed IP
