Country bankruptcy event description needs to be updated

Following the v0.25.0-beta (Alliance rework) update, which introduced different approach to alliances and added defensive pacts, the bankruptcy event message needs to be updated.

Currently it reads:

403: #: src/components/_political/event/event.frontConfig.tsx:304
404: msgid "<0/> is in bankruptcy. Removing all alliances and disabling every region upgrades."

It should be updated to reflect the recent game changes:

1. now instead of alliances it removes country's defensive pacts
2. needs to be clarified - what happens with alliance membership, is it suspended or not?
