QUESTION: why changeset changes all version of packages and app when you only want to release one app version? #7084

example
only web-antd had a new version to 1.0.0
then why entire apps and packages will be bumped to 1.0.0 also?
i know this is mono repo but it doesnt make any sense to me
also there's no DOC for how to use changeset in this monorepo
