The Add Gum Project "Quick Action" is non-responsive

Upon creating a new project, the "Add Gum Project" option in the "Quick Actions" does not function when clicked. See example in newly created project.

Repro steps:

1. Open project in Glue
2. In the "Quick Actions" panel, click "Add Gum Project"

Expected: The prompt to add a new Gum Project (Forms or not) is displayed.
Observed: No response or message
