SignerSignEx3 returns 800403F4

[AZphanus]

I followed all the instructions and WhiteListed all the DLLs that were blocked by AppLocker but now I am receiving an 800403F4 error. If I unregister the SIP I get a file not recognized. If I try signing a regular script it is signed with the certificate from the Key Vault. Does anyone have any ideas what is causing this error?
