I have recently been investigating if vector and vrl would be a suitable addition to our observability pipelines.

I noticed a lack of encode/decode support in vrl for lz4 compression. This is something that we could contribute to vrl. However, is this an acceptable use case to add to VRL more generally?

I looked at the contributing guidelines and couldn't find anything that would be a blocker for us; the existing Rust library is licensed MIT. See https://github.com/10xGenomics/lz4-rs
