Most of the Kde need to use download.kde.org instead of binary-factory.kde.org

What happened?

The installer in binary-factory.kde.org always cleanup some of the installer during deployment. It causes winget unable to download installer. If the installer is in download.kde.org, the installer link will be permanent and winget always able to reach the binary file if the application exist in download.kde.org/stable folder.

This bot and the merging of its PRs causes that most of the time KDE packages are not installable or update-able via winget.

Also other bots are fighting against this bot by removing the versions all the time again. See https://github.com/microsoft/winget-pkgs/pulls?q=is%3Apr+is%3Aopen+remove+KDE+

If it is too much work to change this bot's config for KDE packages, then it should be disabled in the meantime.
