Add metadata (eg. description) to each model to enhance developer experience in IDEs.

Reason for Feature/Enhancement

Currently the model will display all variables for example in VSCode, but its not very descriptive, user needs to reference the Kea API documentation and that means more button clicking and keyboard clacking

local config parser will be removed for the v1.0 release of pykeadhcp now that the majority of the webhooks are going to be open sourced in Kea Stable v3.0 release. So there is no need to implement this functionality and let the kea server return the validation errors
