Use ENV Variables in email notification recipients

Describe the bug

It would be really great to be able to use ENV variables in email notification recipients when using the setting in the notifications admin. We have different recipients needed for each environment and frequently migrate databases downstream, which ends up overwriting "hard-coded" addresses in this area.

Steps to reproduce

1. Create an email notification for a form
2. Try to add a ENV variable (common patterns like $ENV_VARIABLE or { ENV_VARIABLE } don'r parse)

Form settings

• Multi-page form: Yes or No
• Submission Method: Ajax or Page Reload
• Client-side Validation: Yes or No
• Custom Form Templates: Yes or No

So you absolutely can use .env variables in just about any variable-picker control - we just haven't implemented a nice autocomplete as you see elsewhere in Craft. But they are (should be) parsed for .env variables nontheless.
