Add the ability to create (and manage) stencils per-environment AND in project config

While it's incredibly useful to have Stencils available and define in project config (essentially, locked-down form defaults from the dev team), it's a double-edged sword where content editors can't create them.

I think we try and introduce synced vs per-instance stencils somehow.
