Bring maintained templates into the monorepo #1837

Summary

Move the currently maintained template sources from eve-examples into this repository so they can be maintained alongside eve.

Keep the docs /templates manifest pointed at the standalone repositories until the imported templates are validated with the scaffold flow.

A follow-up should make internal template validation resolve eve from the workspace while exported templates retain a published version range.
