Implement the enable/disable of blockchain networks

Adapt the default setting based on Verida Identity network

Blockchain network can be switch between mainnets and testnets whatever the Verida network of the DID

• Blockchain mainnets will be enabled by default* (and testnets disabled) on Verida Mainnet DIDs
• Blockchain testnets will be enabled by default* (and mainnets disabled) if not Verida Mainnet DIDs
• Users can enable/disable blockchain networks (mainnets and testnets) as they want
  • This "enable/disable" configuration should be persisted on the Verida Network
