Describe the bug
A custom action shortcut using shift + arrowUp/arrowDown does not trigger the action and instead performs the default list navigation.
Expected behavior
Action shortcuts should take precedence over non-essential UI shortcuts (like list navigation), or at least be triggerable when defined.
