what is the proper format for uploading a video with a password?

Using the following format I'm able to set the privacy to password, but the password is left blank or non-functioning in some way:

video_uri = v.upload(file_path,data={'name': 'the name', 'description': 'full description', 'privacy': 'password', 'password': 'test#password' })

Is this format correct? If not, what should it be?
