Different icons are used when the scale factor exceeds 2.25 in plasma

Describe the bug
When scale factor is larger then 2.25, some icons show different and inconsistent.

To Reproduce
Steps to reproduce the behavior:

1. Plasma 6.3 and 6.4
2. Set scale factor to 2.25 or even bigger
3. Set icon to colloid
4. See error

Expected behavior
Icons and its size should be same and consistent in any scale factor.

It looks like that symbolic icons does not work when scale factor is larger than 2.25 and some icons size is larger than others in kde panel.

Desktop (please complete the following information):

• OS: Archlinux Plasma 6.4
• App: Dolphin, Context Menu, Menu and some of the sidebar in kde/QT applications, plasma panel
• Version: Plasma 6.4

P.S. This also happens in Tela and WhiteSur
