Governments and regulators world-wide are now becoming increasingly interested in liberalising (deregulating) spectrum. This is being driven by the unprecedented and continuing worldwide growth in wireless data services coupled with the fact that traditional regulation methods cause excessive spectrum under-utilisation.

Frequencia aims to enable Regulators to liberalise spectrum in ways that will be primarily market driven and dynamic and flexible enough to provide far better spectrum utilisation than traditional regulation methods will ever be capable of.This will be achieved by developing and operating an Automated Spectrum Management System that will be able to identify and co-ordinate access to any unused spectrum, potentially on timescales of seconds/minutes. Spectrum access requests will be controlled using an approach based on protected rights status, negotiated with and granted by the Regulator or license holder.
