It appears that as of this moment the PECL version of GeoIP PHP library is still using GEOIP_STANDARD, and offers no option to change them. We wouldn't want to introduce a new function in the API thereby breaking compatibility with Zend. So how about modifying the flags to hardcode GEOIP_MEMORY_CACHE or GEOIP_INDEX_CACHE instead? I have always used the latter when building this extension and it runs fine in production.
