Display "Median Der Vergleichsgruppe" everywhere

Description

While we do not show the peer group median on the map, it should be displayed on the detail pages for all indicators.

At the moment, it is not consistently showing up, as documented below.

Expected Behavior

• Overview page: https://www.strompreis.abn.elcom.admin.ch/sunshine/operator/36/overview
  • The legend is displayed but the median line is missing for "Versorgungsqualität"
  
• Versorgungsqualität: https://www.strompreis.abn.elcom.admin.ch/sunshine/operator/36/power-stability#main-content
  • We should display the peer group median for both "insgesamt" and "ungeplant"
  • The median should also be displayed in the chart
    

Additional Context

The Design for the Versorgungsqualität page should be updated in order to reflect the new requirements prior to implementation. (cc @Muchete )

• Removed Planned as an option from the Segmented Control
• Renamed Average Peer Group to Total (Average Peer Group) where necessary for better understanding.
