Operational Standards Chart bug

Description

The charts for service quality and compliance do not display accurate data.

Reproduction Steps

1. Navigate to https://www.strompreis.abn.elcom.admin.ch/map?tab=sunshine&indicator=compliance&activeId=518
2. Observe that the value for Franc-Rule is 86.29, with most neighbors being lower (e.g. Pfäffikon has 36)
3. Click on "Compliance im Detail"
4. Observe that no other data is displayed on the bar chart.

Expected Behavior

Should display accurate data.

Additional Context

Also relates to open question in #469 -> since we have a chart for the franc rule I would only display the peer group median.
