Which for building a Vue 3 component library?

As the title says, can someone point me to which template would be best for building a Vue 3 component library. Typescript is not needed, but can be included.

1. TailwindCSS
2. Vitest
3. VitePress for Docs

Or is it better to just start from scratch?
