Pytorch ROCM on Windows really good

I have tried to run pytorch ROCM wheel on Windows 11.

Compared with zluda nightly version. Hopefully getting better in couple months

Edit: After tried several days.

I found Pytorch ROCM really good.

For image generation, Pytorch ROCM needs 23s but Zluda 57s.
I am not sure why Zluda need 18 GB VRAM vs 9GB (my 7800 XT VRAM only 16 GB)
