🐛 Describe the bug

When making a request via API (both Chat Completions and Responses), if a part of a tool's parameter JSON schema doesn't specify a type, then vLLM defaults to "string" rather than allowing any type.

In general when a JSON schema does not specify a type, then any type should be allowed. The official OpenAI APIs handle this correctly, but vLLMs implementations default to string.

Here's a sample curl request one could make, where you'll see that it calls the tool with {"value": "5"} rather than {"value": 5}.

Adding "type": ["string", "number", "integer", "boolean", "null", "object", "array"] to the value property makes it allow all types, and then the output is as expected.
