Calling markChannelAsGalactic is not safe until fabric is in CONNECTED state #6
Description
It used to be possible to mark channels as galactic no matter what the current connection state, then this broke somewhere between [email protected] and [email protected].
Now, calling markChannelAsGalactic() before the fabric is in CONNECTED state appears to be a no-op.
