TKG does not bootstrap on Kind with Kubernetes 1.24 due to incorrect tolerations #2944

Bug description
Kubernetes 1.24 no longer has tolerations and annotations with master, but many of the manifests in this repo do, and therefore break when trying to bootstrap a management cluster from a Kind 1.24 build.
