vRA project to support notification scenarios customization

Description

vRA supports sending notifications for scenarios predefined in Service Broker -> Content & Policies -> Scenarios.
The customization of Notification Scenarios may include:

• Change email subject
• Change email body
• Disable/enable notification
  New folder should be added to vra projects, containing customization for some of these scenarios.
  Necessary changes to be done to related archetypes, push and pull operations, packaging and installer.
