CSE Failed VM Customization

Hello,

I'm using VCD 10.3.3 and CSE 3.1.3. While i was installing template (cse template install ubuntu-xxxx -c config.yaml), it fails when the ubuntu VM is opened and started VM customization. I tried fresh installation both products and also tried CSE 3.1.4 but same error.
