Datastore ignored when creating new vm

Describe the bug
vm.create ignore -ds and uses default host local datastore

To Reproduce
Steps to reproduce the behavior:

1. govc vm.create -ds=//datastore/ -disk=100GB ...

Expected behavior
The vm and its disk are created in the supplied datastore

Affected version
govmomi 0.51.0
vsphere 7.02
