License comparison for enterprise licence doesn't match 'ENTERPRISE_WITH_CLOUD_SERVICES'

Describe the bug

L4 VSes are created with Fast Path network profile,despite AVI have enterprise license installed:

  "default_license_tier": "ENTERPRISE_WITH_CLOUD_SERVICES",

Reproduction steps

1. Create Service Type LoadBalancer
2. Check NetworkProfiles selected

Expect TCPProxy network profile to be set
