Include Pester testcases for Password Rotation testing

Description

There exists Update-PasswordRotationPolicy and Request-PasswordRotationPolicy cmdlets as part of rotation policy to be tested via pester testcases. Kindly add them

Use Case(s)

As of today, pester covers only password policies and not password rotation testings testing, so need to include it.
