.kube is created in every dir puppet is run from

On a controller a .kube-directory is created in every directory i run puppet from. Can we somehow stop this, or ist it a configuration thing?

My first thought is that kubectl might be doing something strange if it's missing expected environment variables, may be as simple as assigning it a HOME to stop it.
